enhance: use WalkWithPrefix api for oss, enable piplined file gc ( #31740 )

- Change `ListWithPrefix` to `WalkWithPrefix` of OOS into a pipeline
mode.
- File garbage collection is performed in other goroutine.
- Segment Index Recycle clean index file too.
